Review Standards

This section provides more information about the scope of OMRI’s review, with an introduction to the USDA National Organic Program (NOP) and Canada Organic Regime (COR) standards. You can also find additional information below about OMRI’s classification system, and get an idea of what information OMRI will need to review your product.

OMRI Scope

OMRI reviews input products for use in organic crop, livestock and processing production. OMRI can only review products where the standards are clear, and when the applicant has access to and provides sufficient information to prove compliance.

OMRI cannot review:

  • Devices, technologies or services.
  • Products where there are no clear organic standards under the US or Canadian Organic Standards, for instance bug spray for humans, or beauty care products. A product such as cat litter would be considered out of scope unless the label had a specific agricultural use that complies with the organic regulations. Products intended for use in aquaculture are out of scope for reviews to the U.S. NOP standards; while the Canadian Organic Standards include aquaculture, we have not updated the OMRI Canada Standards Manual to include this information, so these products are currently outside of OMRI’s review scope.
  • Products that are more appropriate for an organic certifier to review, including:
    • Products in the NOP Processing and Handling Scope that are certified organic by a USDA accredited certification agent, or that would be required to be certified organic in order to be used in organic processing (e.g., fruit coatings that contain agricultural materials not on the National List, or food-contact soap produced from certified organic oils).
    • Sanitizers, disinfectants and other cleaners intended for facility use (e.g., surfaces, equipment, etc.) that do not appear on the National List for review to U.S. NOP standards, or at Tables 7.3 or 7.4 of the Permitted Substances Lists (PSL) for review to Canada Organic Regime (COR) standards. These cleaners may be permitted for certain uses by organic certifiers, provided that measures are taken to prevent contact with organics crops, livestock or other products. However, only organic certifiers can assess the correct application of these products.
    • Facility pest controls that do not appear on the National List for review to the NOP standards or the PSL for review to COR. These materials may be permitted under specific circumstances by organic certifiers, provided that measures are taken to prevent contact with organic products.

Beyond Resolution

OMRI’s Review Program routinely encounters difficult technical issues for which industry experts are consulted for guidance and interpretation of the organic standards. In certain cases where interpretation is needed from another regulatory body before making a decision, OMRI designates an issue as “Beyond Resolution,” and will no longer accept applications that pertain to that particular issue until the issue becomes resolved by the applicable regulatory body.

The following are issues that OMRI currently considers to be Beyond Resolution, based on NOP standards:

ISSUE #1: Passive pheromone dispensers

Use Class: Crop Pest, Weed, and Disease Control (CP)

Passive pheromone dispensers are eligible to use List 3 inert ingredients under 7 CFR 205.601(m). The definition is generally considered to include twist ties, ropes, coils and other retrievable dispensers where the active pheromone is not in contact with the crop. It is unclear if formulations that are applied to the crop and are not possible to retrieve may be considered passive pheromone dispensers.

ISSUE #2: Nonylphenol ethoxylates (CAS# 9016-45-9, 26027-38-3)

Use Class: Crop Pest, Weed, and Disease Control (CP), Crop Management Tools and Production Aids (CT), Livestock External Parasiticides and Pesticides (LP), Processing Pest Control (PP) and Processing Sanitizers and Cleaners (PS)

Polyoxyethylene nonylphenol (CAS# 9016-45-9) and p-nonylphenol, ethoxylated (CAS# 26027-38-3) are types of nonylphenol ethoxylate (NPE) identified as List 4 inert ingredients in the 2004 EPA List of Inerts which are permitted at 7 CFR 205.601(m). However, OMRI understands that linear NPEs identified with CAS# 9016-45-9 and 26027-38-3 are incorrectly identified, and that commercially available forms should be identified by a List 3 CAS number that denotes a branched structure. OMRI will no longer list products reporting the use of CAS# 9016-45-9 or 26027-38-3, pending clarification from the National Organic Program.

ISSUE #3: Whey from cows treated with rBGH

Use Class: Livestock Healthcare (LH)

The OMRI Generic Materials List© includes a category for Colostrum/Whey Antibodies which explicitly prohibits whey from cows treated with recombinant Bovine Growth Hormone (rBGH). However, it is unclear whether this prohibition is consistent with the Excluded Methods (GMO) Decision Trees in the OMRI Standards Manual©. This issue is pending further review of OMRI’s policies for reviewing Colostrum/Whey Antibodies used in livestock production.

ISSUE #4: Use of tetrapotassium pyrophosphate (TKPP) or synthetic potassium carbonate as extractants for humic acid products

Use Class: Crop Fertilizers and Soil Amendments (CF), Crop Management Tools and Production Aids (CT)

Humic acids are included at §205.601(j)(3) of the National List with the annotation “naturally occurring deposits, water and alkali extracts only.” Section 205.601(j)(3) does not provide details on which alkali extracts are compliant, but NOP Policy Memo 13-2 identifies several allowed extractants, including potassium hydroxide, sodium hydroxide, ammonium hydroxide, and nonsynthetic materials. In accordance with NOP Policy Memo 13-2, OMRI has developed standards to ensure that the amount of synthetic alkali extractant used does not constitute fortification of the humic acid material with a synthetic plant nutrient source. Currently, these standards are used when either potassium hydroxide or ammonium hydroxide are used as extractants. However, OMRI staff, with assistance from our Advisory Council, have been so far unable to develop criteria to differentiate between fortification and extraction uses of tetrapotassium pyrophosphate (TKPP) or synthetic potassium carbonate. Pending further standards development regarding how to evaluate fortification when these materials are used, OMRI will not review humic acid products extracted with TKPP or synthetic potassium carbonate.

ISSUE #5: Chlorine materials used as direct livestock drinking water treatments

Use Class: Livestock Management Tools and Production Aids (LT)

It is unclear whether chlorine materials are allowed for direct livestock drinking water treatment in organic production. Chlorine materials appear at §205.603(a)(10) with the annotation “disinfecting and sanitizing facilities and equipment. Residual chlorine levels in the water shall not exceed the maximum residual disinfectant limit under the Safe Drinking Water Act.” However, NOP Guidance 5026 further explains that “Residual chlorine levels in the water in direct food or animal contact (for example, drinking water) should not exceed the maximum residual disinfection level.”

Due to disagreement in the organic sector about how to interpret the regulation, OMRI has submitted a petition to the NOP requesting an annotation revision that clarifies whether chlorine materials are allowed for direct treatment of livestock drinking water. Pending a response, OMRI will not review chlorine materials for use as a livestock drinking water treatment. Chlorine materials that have facility or equipment uses continue to be listed with a corresponding restriction according to the current National List annotation.

Organic Standards

OMRI currently reviews products to the USDA National Organic Program (NOP) standards and the Canada Organic Regime (COR) standards. Since the United States and Canada have different organic standards, separate applications and listings are required to address the specifics of each standard. When you apply, you will choose whether you want your product to be reviewed against the U.S. NOP standards, the Canadian COR standards, or both (for an additional fee).

OMRI’s review is based on the published organic standards, so it can be helpful to familiarize yourself with the requirements that may apply to your product. Here is a general overview of how and where to find this information:

General guidelines

Generally, nonsynthetic materials are allowed as inputs for organic crop and livestock production, and synthetics are prohibited. Exceptions to this rule are included on the National List of Allowed and Prohibited Substances (§205.601-602 for crops and §205.603-604 for livestock).

If you are unsure whether one of your ingredients is synthetic or nonsynthetic, the NOP Guidance 5033-1 decision tree can help you understand the questions our review team would consider during the review to make that compliance determination.

For inputs used in Processing and Handling, the list of specific materials permitted is outlined at §205.605-606 of the National List.

Materials allowed for use in organic production are specified in the Permitted Substances Lists (PSL)--CAN/CGSB 32.311.

The PSL is a closed list, so a material must appear on a particular table in order to be compliant for a specific use in organic production.

For certain input materials of agricultural origin, there is a preference for certified organic forms, when commercially available. This includes a preference for manure from organic farms, when commercially available. Manure from non-organic operations must meet additional requirements with regard to animal living conditions.

Genetic engineering policies

In certain cases, materials and products produced from genetic engineering may be used as input materials. See the OMRI Genetically Modified Organism (GMO) decision trees in the OMRI Generic Materials List for more information about how OMRI reviews GMOs used in inputs.

In general, products of genetic engineering (GE) are prohibited for use in organic production.

Additional documentation may be required to demonstrate that certain high-risk materials are not produced through genetic engineering.

Microbial substrates or growth media that are not present in the final input product shall be non-genetically engineered, if commercially available.

Use Classes & Categories

In addition to identifying products based on the specific standard they have been reviewed to (NOP and/or COR), OMRI further classifies products based on their intended use in organic production and the type of material, to help end-users feel confident in choosing a product that fits their needs.

Why does this matter? By selecting the appropriate Use Class and Category in your application, you can ensure complete information in your submission, and that your product will be categorized in a way that helps your customers find you.

  • The Use Classes group products together with similar end uses (how your final product is meant to be used in an organic production/processing). The OMRI Use Classes are:
    • Crop Fertilizers and Soil Amendments (CF)
    • Crop Pest, Weed, and Disease Control (CP)
    • Crop Management Tools and Production Aids (CT)
    • Livestock Feed Ingredients (LF)
    • Livestock Health Care (LH)
    • Livestock External Parasiticides and Pesticides (LP)
    • Livestock Management Tools and Production Aids (LT)
    • Processing Ingredients and Aids (PI)
    • Processing Pest Control (PP)
    • Processing Sanitizers and Cleaners (PS)
    • Processing Containers and Packaging Materials (PC)
  • An OMRI Category is a general grouping of materials with similar origins or uses in organic crop production, food processing, or livestock production. Examples include “potting soil,” “fish meal” and “chlorine materials”.

When applying for a product to be listed by OMRI, choose the Use Class and Category that best fits your product. Your choice should reflect how you market your product to organic producers and processors, and should be reflected in at least one of the use instructions provided on your product label.

The OMRI online search, OMRI Generic Materials List and OMRI Canada Standards Manual are the best resources to learn more about specific Use Classes and Categories, and get a sense of whether your product is compliant before you apply. You are also welcome to contact OMRI if you need assistance.

Applicants can choose multiple Use Classes and Categories for an additional fee. Once your product is listed, your company can also choose to add or change categories or Use Classes by submitting a Change Report and/or new product application.

What to Expect

OMRI’s online application will gather information about your product that is as complete as possible, so that your review can proceed smoothly and you can receive a timely compliance decision. The information below provides a general overview of what you can expect from the time your company purchases an Application Kit, to receiving a listing decision.

When your company is ready to apply:

  • Ensure you have a Company Account on the OMRI website. This will allow contacts for your company to log in and work on applications. 
    • If your company is brand new to OMRI, purchase an Application Kit to get started.
    • If your company already has a Company Account, log in and navigate to your company page to get started.
  • Access OMRI’s responsive online application from your company page.
    • Be prepared to provide information from or upload documentation for:
      • Formulation and manufacturing process of the final product, and any nonsynthetic or formulated ingredients.
      • All labels used to market the product (or a bulk sales invoice if the product is only sold in bulk).
      • Lab results from an accredited third party lab, if required in your application.
    • The specific information needed for your product will depend on the standard (NOP or COR), Use Class and category that you choose, as well as the responses that you provide in the application. 
    • Contact us with any questions!
  • Pay the associated fees. The application will calculate fees based on your selections. Once your application is complete, go through the checkout process to submit your application to OMRI (you can pay via PayPal or credit card, or indicate that you’ll be sending a check or bank wire separately).

Once your application is received by OMRI:

  • Your company will be contacted via email as the application moves through the review process.
    • Most applications are reviewed by both an administrative reviewer (a Review Program Specialist) and a technical reviewer (a Product Review Coordinator) before being voted on by OMRI’s Review Panel.
    • It is common for there to be additional questions specifically about your unique product. If more information or clarification is needed, your reviewer will send you an email with a deadline and a formal request for more information. Let us know if you need more time, and typically extensions are available.
  • Your company will be contacted once a decision is reached on your product’s compliance.
  • You can find more information about OMRI’s average review time, the review process, measures to protect your confidentiality and common missing information in our Listing Help Center.

After your product is OMRI Listed:

  • Your product will be issued a certificate, and will be listed in the OMRI Products List(s) on the OMRI website.
  • You will have access to download the OMRI seal and can add it to your product label.
  • You’ll be ready to promote your listing to your customers!
  • Additional information about the Annual Renewal process, how to report product changes, and your Ongoing Compliance obligations that occur every 3-5 years for each listed product, is available in the Listing Help Center.

Confidentiality

In order for OMRI to conduct a thorough compliance review, your company will need to disclose ingredients, manufacturing processes, and other fundamental aspects of your product. Confidentiality and safeguarding proprietary business information is of the utmost importance to OMRI. Confidentiality policies and procedures are reviewed annually as part of OMRI’s ISO accreditation audits, and confidentiality training and regular refreshers are required for OMRI staff who handle your product information. Review Cost

The cost depends on your company’s total gross sales for the past year, and the type of product reviewed; fees will calculate automatically as you complete your online application. Follow the step-by-step instructions below to estimate the total cost for the initial review of your product. The tables also list the annual renewal fees, which are paid each year once a product is OMRI Listed.

To calculate your estimated cost for review, please refer to the tables below and follow these steps:

  1. If you don’t have a Company Account, you must first purchase an Application Kit and pay $50 to access the online application.
  2. Select the Company Fee that best suits your company’s gross sales for the past year. If you have other products that are OMRI Listed®, skip this step.
  3. Select the Product Fee  that best matches your product.
  4. If any of the Additional Fees apply, add that to your total.

OMRI can only accept fees paid in U.S. dollars (USD). Payment can only be submitted after you have completed the online application process. All fees are nonrefundable except as specified at §3.1 of the OMRI Policy Manual©.

In addition to the fees listed on this page, there are several less common fees that OMRI may charge for certain products. Miscellaneous Fees may be required under uncommon circumstances, including rebuttal and "for-cause" inspections. Company or Product Change fees are required to review certain changes made to currently OMRI Listed products. All changes should be reported to OMRI at least 60 days before they are implemented.

Company Fee (always applies)

The Company Fee is based on a sliding scale that uses your company’s annual gross sales. Total gross annual sales include sales from all products and services provided or distributed under your company name, not just the sales of a particular product or product line.

The Company Fee is due with your company’s first application and is renewed annually at a lower rate. This fee is only necessary once per year, regardless of the number of products listed by your company.

Apply Under Each Company Name

Each company that submits applications or renews an OMRI Listed product will be required to pay a Company fee. For example, if your company owns multiple separate, but related, companies, such as “Great Company USA” and “Great Company Mexico”, OMRI would consider these to be two distinct entities, therefore requiring separate application(s) and review fees in order to submit applications.

Product Fee (always applies)

A Product Fee is required for each distinct product name. If the same formulation is sold under different names, it is considered a Repackaged Product and each name requires a separate Repackaged Product application.

Different formulations sold under the same exact product name are considered Alternate Formulations and do not require separate applications.

The Product Fee is based on the number and type of ingredients in the final product. The Product Fee and Additional Fees tables below define product type and the associated fees.

A Product Fee applies for every application that you submit to OMRI and is renewed annually at a lower rate.

Submit Separate Applications

If payment is not received by the time your review begins, or if additional fees are due, you will receive an invoice from OMRI staff that can be paid on our website at OMRI.org/fee-payment. Include your invoice number and/or company name to ensure that your payment can be quickly matched up with your review.

Getting Started

Are you new to OMRI and ready to Get Started? Step 1: Click below to start your order.

You will be asked to provide information about:

  • Your company name;
  • Public company contact information; and
  • Contact information for individuals that you are authorizing to handle and submit confidential information to OMRI.
Step 2: Submit payment.

Please note, if payment is made via credit card or PayPal, online access to the Application Kit will be immediate. All other forms of payment will delay access until payment is received.

Step 3: OMRI will send you email instructions.

You will be able to log in and access materials on our website. You will also receive a link to your Company Page where you can edit contact information for your company and start a new product application.

The first step of the OMRI application process is to purchase an Application Kit and set up your Company Account, which will give you online access to everything you need to apply. If your company already has an account, you can skip this step and log in to access application materials.

What You Get

The $50 fee will grant users for your company a login for the OMRI website that will allow you to access OMRI’s advanced features, including: 

  • Access to OMRI’s online application system and helpful information in our For Applicants menu.
  • A personalized Company Page, where you can edit the list of authorized contacts and public contact information for your company and work on new product applications.
    • Each authorized contact you add to your list will receive a login.
  • A Library of Downloadable Manuals and Application Resources
    • Paper copies of manuals can be requested for an additional fee (domestic and international shipping fees calculated at checkout).

Company Account access is valid for two years, or as long as you have a product OMRI Listed.
